High Point Community Against Violence (HPCAV) was founded in 1997 through a groundbreaking partnership between law enforcement agencies and the community to address violent crime in a smarter, more effective way.
In 1998, High Point adopted a strategy that had shown success in Boston, Massachusetts. Over time, that model was thoughtfully adapted to meet the changing needs of a smaller city.
As new public safety challenges emerged, the strategy continued to evolve:

2004: Expanded to target street-level drug activity and violent crime in specific neighborhoods

2008: Adjusted to address youth gang violence

2012: Implemented the nation’s first focused deterrence domestic violence initiative
Today, this nationally recognized strategy is known as the High Point Model and has been replicated in communities across the United States.
HPCAV remains proud to be part of a history still being written.

Our Impact
Through innovation and strong collaboration between the community and law enforcement, High Point has successfully reduced violent crime and kept rates below 1997 levels for extended periods.
Today, HPCAV continues that work through violence intervention, youth prevention programs, workforce development, reentry support, community accountability initiatives, and family stabilization services that strengthen individuals, families, and neighborhoods across High Point.

SUCCESS STORY
Baron, who was assigned community service at HPCAV after being convicted of assaulting High Point Police Officer Hill, expressed remorse for his actions. He shared with HPCAV staff that his actions were driven by personal struggles and a feeling of hopelessness at the time. Wanting to make amends, Baron requested to apologize to Officer Hill. In a meeting at the HPCAV office this morning, Officer Hill accepted Baron's sincere apology. Baron hopes his experience encourages others in similar situations to reconcile with law enforcement. HPCAV staff commend both men for their willingness to foster healing and strengthen community-police relations.

Community Involvement
For decades, HPCAV has served as a leading community partner in High Point’s violence reduction and community safety efforts. Through prevention, mentorship, outreach, and collaboration, we are committed to creating safer neighborhoods, strengthening families, and opening doors to opportunity for youth and adults alike.
Our direct community support initiatives have included youth summits, HBCU and college tours, career readiness training, reentry support services, community outreach programs, family-centered events, and school mentoring initiatives designed to encourage growth, stability, and long-term success.
Our Community Safety Partnerships
HPCAV works alongside the Violent Crimes Task Force (VCTF), a coordinated network of public safety agencies dedicated to protecting High Point residents and reducing violent crime within the community. Through this collaborative approach, agencies are able to combine resources, strengthen communication, and address public safety challenges with both accountability and prevention in mind.
This partnership effort has included collaboration with the High Point Police Department, NC Community Corrections, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Federal Bureau of Investigation (FBI), the North Carolina State Bureau of Investigation (SBI), the Drug Enforcement Administration (DEA), the District Attorney’s Office, and the U.S. Attorney’s Office.
Together, these partnerships help create a balanced approach to community safety by combining enforcement, intervention, prevention, and opportunities for positive change.
